Montreal police officers suspe

A Montreal police officer who was acquitted of manslaughter in the 1999 death of Jean-Pierre Lizotte has been suspended for his actions, or lack thereof, while arresting the man.


The provincial police ethics committee recently released a decision to suspend Constable Giovanni Stante for 25 days without pay.


In 2002, a jury acquitted Stante of manslaughter and other charges despite hearing evidence he delivered six blows to Lizotte’s head while attempting to subdue him.


Lizotte suffered a spinal cord injury at some point, during the early morning hours of Sept. 5, 1999, after he fought with a doorman and with Stante. He died of pneumonia six weeks after suffering the injury.


Constable Sylvain Fouquette, Stante’s partner at the time, was also suspended without pay for 25 days.


While the ethics committee cleared both men last year on allegations they used unnecessary force during the arrest, they were found negligent.


Stante and Fouquette were assigned to a unit that patrolled a section of the city which included St. Laurent Blvd. Part of their assigned duties involved assisting fellow officers with problems arose at bars in and around the Main during closing time.


Lizotte, who had been openly masturbating in front of the Shed Café, was wrestled to the ground by a doorman while the two constables watched.


According to a written summary of the decision, the constables let the situation deteriorate before intervening. The author of the summary wrote: “Despite the explosive context and their specific mandate, constables Stante and Fouquette did not carry out the essential and necessary actions to maintain the peace, order and security of the area and the people (involved).”


Another reason cited by the committee was that Stante and Fouquette failed to inform a nurse at an emergency room that Lizotte had been punched during his arrest.
