Police review boards' quandary
A recent state Supreme Court ruling has brought at least a temporary halt to public police-misconduct proceedings in San Francisco and Oakland while those cities determine whether the decision prevents them from naming accused officers or detailing the charges against them.

Officials in the two cities have put cases on hold while they determine whether the public and media still have the right to know the specifics of charges and attend disciplinary hearings. Police unions say such details are personnel matters and should remain private, along with the officers' names. Citizen moni... Read more

Ex-Youngtown police officer in

A former Youngtown police officer has been barred from wearing another police badge after investigations revealed that he accessed porn on a town computer for about two hours a week during a seven-month period.

Nearly nine months after Gabriel Hernandez resigned from the Youngtown Police Department, the Arizona Peace Officers Standards and Training Board has ruled to revoke his right to work as a police officer in the state.

State administrative-hearing records show that in September 2007, Hernandez admitted to Youngtown police sergeants that he had tried to print pornographic photos after one of the supervisors replaced an ink cartridge on a printer and was faced with explicit photos.

Once confronted, Hernandez admitted looking at pornographic Web sites and printing photos, records show.

The sergeants told him that his actions violated town policies and that he could be terminated for his actions.

Hernandez assured them the incident was a "one-time thing" and that it wouldn't happen again.

But on May 14, 2008, Hernandez was placed on administrative leave after allegations of misconduct, including viewing and printing pornography on a Police Department computer.

The Peoria police lieutenant tasked with the internal investigation found that Hernandez had visited 21 sexually suggestive Web sites, 18 of which he viewed after he was counseled in September 2007.

Hernandez later admitted viewing explicit sites for about two hours a week.

In that same interview, Hernandez said he was aware of a policy stipulating that Youngtown workers can't browse the Internet for anything unrelated to town business.

The policy also prohibits accessing pornographic or explicit sites.

Hernandez also admitted that he had tried to delete proof that he had visited pornographic sites.

Hernandez, who was hired by the Youngtown department in August 2004, had been commended in 2007 for rescuing two people from a burning home. He resigned about two weeks after his interview with the Peoria investigator.
