WAREHAM — Police Lt. Donald Bliss was fired by the interim town administrator, Chief Thomas Joyce said in a statement Tuesday, urging residents to show their support for Bliss as he appeals the decision.

A review by the Civil Service Commission is pending, Joyce said.

The commission is a quasi-judicial agency that hears and decides appeals of public employees under the protection of civil service laws, according to its Web site.

It says it ensures that employment decisions are based on the relative ability, knowledge and skills of the employee.

Joyce said he hopes that Bliss, who was fired last Wednesday, will be "vindicated and reinstated to his position."

He noted that the commission will review the case "on the actual facts rather than political retribution."

It was unclear what the chief was referring to in his reference to "retribution." Joyce could not be reached to elaborate on his comments.

Bliss, who could not be reached for comment, was fired for inappropriate use of his department cell phone and for alleged ethics violations surrounding his part-time involvement in the alarm industry, Joyce said.

Interim Town Administrator John Sanguinet said Tuesday that he does not comment on personnel matters.

According to Joyce, Bliss began his career as a seasonal officer in 1985 and was appointed full time in 1987.

In 1993, he was promoted to sergeant and later served as head of the Detective Division from 1997 to 2003.

He was promoted to lieutenant in 2003 and has served as the assistant patrol division commander responsible for both evening shifts. He also has been a field training officer, firearms instructor, Coastal Task Force supervisor, Citizens Academy instructor and a member of the Honor Guard and the Truck, Tactical and MACE teams.

Bliss has no previous discipline in his file and has received more than 22 commendations, Joyce said.

He was responsible for creating the Neighborhood Action Team that helped resolve problems in Onset Village, and he developed the Landlord Assistant Program, in which he personally maintained contact with landlords and Realtors in an effort to identify criminal elements. He also developed plans for Onset's Community Safety Partnership and obtained the operating grant money.
