A report by Metropolitan Police Commissioner Sir Ian Blair into the handling of a Welsh private detective's murder has been branded inadequate.
Commissioned by the Metropolitan Police Authority (MPA), it examined the 1987 killing of Daniel Morgan, 37, found with an axe in his head in a south London car park.

MPA chairman Len Duvall said it failed to answer "the key issues of concern".

The Met force said it would try to address his concerns.

Police may strike over $100 cl

VICTORIA Police officers are a step closer to industrial action after a second hearing at the Industrial Relations Commission failed to resolve a compensation claim for extra work during the Commonwealth Games.

The Police Association has requested an allowance of $100 and four days' time off in lieu for all 10,500 members who will work during the Games.

But the dispute is headed for a third session at the commission on Friday, after little ground was made yesterday.

Association secretary Paul Mullett called on Police Minister Tim Holding to resolve the situation before industrial action became a reality. "We don't want to go down that track … but we won't throw out the notion of industrial action," he said. "We won't rule it out leading into the Games, during the Games or even after the Games."

Mr Mullett indicated that the association was prepared to give ground on its stance, which Police Chief Commissioner Christine Nixon described as "unreasonable".

He said police were angered that compensation would be considered for organisations such as the AFL, but not the force providing the front line of security during the Games.

"The AFL have been compensated for the inconvenience of putting football back one week … so what about police officers?" he said. "We will consider industrial action around the AFL season if necessary."

The AFL is set to be paid $1.19 million in compensation for the unavailability of the MCG during the early part of the 2006 season. That payment depends on the State Government resolving a dispute with stadium developer Grocon.

Ms Nixon said provisions for the Games period had already been negotiated. "Within current pay structure, it is taken into account that they will be doing shift work and overtime and a whole set of those issues are already part of it," she said.

All police leave and non-essential training have been cancelled for the month of March, but Ms Nixon said some officers had been given special permission to take leave.

"Three hundred have written to us and asked to be exempted and all but about 10 have been given that exemption for family reasons," she said.
