$1.8 million settlement in kil
The family of a San Jose mother shot and killed by police as she stood in her kitchen holding a 10-inch vegetable peeler has agreed to settle their lawsuit against the city for $1.825 million.

The case stems from the July 13, 2003, shooting in which police officers responded to the home of 25-year-old Cau Bich Tran, an emotionally troubled mother of two young boys. A neighbor had called authorities to report screaming and pounding next door.

Within seconds after entering Tran's home, San Jose police Officer Chad Marshall opened fire, hitting Tran, an immigrant who spoke... Read more

Providence Police Department,

Cop blows open police

It takes a lot of courage to serve and protect and it takes an even greater act of bravery to say something when you see your fellow officers doing something they shouldn't.

It was the second testing scandal to rock the Providence Police Department. A test was revealed to some officers, which put them at a huge advantage for a promotion to sergeant. Only on Eyewitness News, the officer who went to her boss explains why she did it and why she would not think twice to do it all over again.

Police officers say no call is ever routine. For Michelle Guerette it was what another officer told her on patrol that made the call like none she ever been on before.

"It was just a couple of us sitting around talking, and someone revealed information, and the information made me uncomfortable," said Officer Guerette.

The information was that a portion of a test used for the promotion of officers to sergeants had been leaked.

"When an individual knows that information is going to be, that gives them a huge advantage. This is a test people study 300 to 400 hours for," said Officer Guerette.

Guerette blew the whistle. She went to a supervisor who alerted Chief Dean Esserman and an investigation was launched. Guerette's decision to come forward wasn’t easy, but she knew it was right.

"Whenever it involves your peers, its uncomfortable, these are people I had been friendly with, people I respected," she said.

It was the second testing scandal to hit the department. The first came to light during former Mayor Vincent Cianci's Operation Plunder Dome trial. For upholding the integrity of the force, Guerette was named officer of the month by the department and was awarded the ethical courage award given to just 7 people across the country in 11 years by the institute for law enforcement administration.

"If it feels uncomfortable, it probably is the right thing. You know it is not going to be an easy situation," said Officer Guerette.

Although coming forward caused her flack and some friendships, Guerette is confident she made the right decision.

"I knew I was comfortable with my decision that is what I would pass along. You are the one who has to sit at the dinner table with your family. Its how you feel about yourself," she said.

No one was ever disciplined in the scandal Guerette exposed. She's been tapped to teach ethics to Providence police's next class of recruits
