PIC looks at 3000 cases, charg

IT'S not often that the annual report of a government agency reads like a crime novel.

There was one police officer meeting a criminal in a nightclub, another giving information to bikies who use it to threaten witnesses in a murder trial, and off-duty cops on drugs flashing their badges to get into a club.

These are three of about 3000 allegations against this state's law enforcement officers investigated by the Police Integrity Commission in the past financial year. But after assessment, barely more than 100 matters were found worthy of a full or preliminary investigation, and only nine people were charged in the 12-month period.

Fifteen years after the Wood royal commission into police corruption, the PIC Commissioner, John Pritchard, says there has been a ''dramatic improvement in the ethical health of the NSW Police Force'', partly because of his organisation's efforts.

The police officer who allegedly associated with a criminal in a nightclub is likely to be subject to managerial action, the commission says. The investigation, which reviewed the officer's associations with other people, started in March, but has not been completed.

The junior officer who allegedly provided confidential information to members of an outlaw motorcycle gang had been suspended from his job, and has resigned. It had been alleged the bikies used the information to threaten witnesses in a coming murder trial.

And allegations that four off- duty police had been on drugs and socialising with former police who are drug users could not be proven. Neither could the owner of a bag of white powder found in a toilet near one of the serving officers be determined. But it was found the four officers had inappropriately used their badges to get into a nightclub. The commission ruled fellow police had adequately investigated the allegations.

During the past financial year, the number of complaints has fallen by nearly one-third to 1157, many containing multiple allegations of wrongdoing.

The commission has laid 159 charges against nine people.

Other cases which were investigated included:

* A police officer working in a second job for a company with links to bikies and car rebirthing (not proven).

* A police officer who left the country with a large amount of cash (charges being considered).

* A police officer involved in the importation and supply of steroids (sentenced, with other charges pending).

* Two officers falsely claiming that a person had admitted an offence (charges being considered).
