LOS ANGELES - A federal judge scolded city officials for failing to meet key provisions of a 2001 court consent decree to reform the Police Department.
The decree was the result of a settlement with the U.S. Justice Department and was designed to correct conditions that led to police corruption scandals involving officers beating and framing suspects and stealing evidence.
U.S. District Judge Gary A. Feess said city officials were trying to "gut" a key provision and warned Tuesday that he would likely extend the decree beyond its June 15 expiration date.

Men in police uniforms beat ma

Three unidentified men dressed in police coats beat a man to death in southeast Moscow on Tuesday, a law enforcement source said.

"The attackers beat the man with batons and then disappeared. He died of his injuries at the scene," the source told RIA Novosti, adding that the attack happened near some shops just after midnight.

Information about the attackers was given to all vehicle- and foot-patrol officers in the district and the scene was examined by investigators, but the perpetrators were not found.

Police corruption has long been a concern in Russia, and the issue was highlighted earlier this month when an officer in southern Russia posted a video on the internet accusing his superiors of corruption.

Maj. Alexei Dymovsky was dismissed after a Novorossiisk police department investigation found his claims to be groundless, but his statement - directed at Prime Minister Vladimir Putin - prompted several other law enforcement personnel across Russia to make similar claims.
