Two police officers have been assigned to desk duty while prosecutors and the police investigate a complaint that at least one of them raped an intoxicated woman after they escorted her into her apartment in the East Village three months ago, the police said on Sunday.

Canada: Nearly 1,000 complaint

There were 960 allegations of police misconduct against B.C. municipal police officers reviewed last year — with about one-tenth of those substantiated, according to the Office of the Police Complaints Commissioner.

A report by the commissioner shows 97 of the complaints were substantiated — complaints ranging from officers severely beating up suspects to officers accidentally shooting themselves.

In a more bizarre case, an officer used a blanket or newspaper in an attempt to cover up a woman who was breastfeeding. The lactating mother complained her personal space and rights were violated. The officer was given advice on future conduct.

In another case, an officer banged up a police cruiser on three different occasions in a short period of time. In that case an investigation was ordered at the request of the police department itself.

A few of the 97 substantiated complaints involved officers inappropriately searching police computer data basis for personal gain. Two of the cases ended up in charges with the police having to defend themselves in court.

The report released today does not identify the officers or their specific departments.

The provincial Police Complaint Commissioner watches over 11 municipal police departments with approximately 2,500 officers, two aboriginal police departments, a special crime unit and transportation police in the province.

The office does not monitor the province’s approximate 6,000 RCMP officers.
