Top cop orders probe on OPI

Senior Victorian police are investigating the Office of Police Integrity - the body charged with probing allegations against police - over claims that OPI investigators tampered with vital evidence in an anti-corruption ''sting''.

In an unprecedented role switch, Chief Commissioner Simon Overland has ordered his office to look into allegations that OPI staff used unethical methods.

Detectives involved in the sting were charged - and subsequently acquitted of theft and other offences - but have left the force. They took their grievances to the Chief Commissioner early last year and Mr Overland subsequently ordered his staff to review the case.

But the detectives have told The Age it seems little or no progress has been made in almost a year and have appealed to the Police Association to put pressure on the Chief Commissioner's office.

Victoria Police Association secretary Greg Davies said yesterday the case strengthened the argument for the OPI to be scrapped in favour of a broad anti-corruption commission similar to those in other states.

''The allegation is that the OPI was in possession of exculpatory evidence in our members' favour, but that they deliberately buried it,'' Mr Davies said.

''This is anything between an abuse of process to perverting the course of justice and it's ridiculous that there is nowhere to go with complaints about the OPI - except to the police.''

Prominent barrister Peter Faris, QC, said the revelation of the investigation ''adds to the whole momentum'' for a permanent Victorian anti-corruption commission.

''In this case, I don't think the police have much choice but to investigate the OPI because they are the only department available - and that couldn't be more unsatisfactory,'' he said.

''It highlights the question of who investigates allegations against the body that's supposed to investigate the police?

''As it stands, it goes around and around in a stupid big circle. It couldn't be a simpler example for an independent crime commission.''

A Victoria Police spokesperson confirmed yesterday that police were ''looking into'' the allegations against the OPI and had raised them with the Ombudsman and the special investigations monitor.

An OPI spokesman last night denied it was involved in any impropriety, adding that the OPI was co-operating fully with Victoria Police.
