A FORMER high-ranking South Wales Police officer has appeared in court charged with conspiracy to commit fraud.

Detective Chief Superintendent Phil Jones, 63, of Aberfkenfig, appeared before Bristol Magistrates’ Court on Wednesday for a short hearing before the matter was committed to Bristol Crown Court on December 1.

USA: Feds Investigating Maricopa Police

MARICOPA, Calif. -- The federal government is now looking into allegations of racial profiling by the Maricopa police department. That news came out at a city council meeting Tuesday night.

The meeting in Maricopa started out as expected with public comment getting heated quickly as citizens sounded off about recent grand jury reports that recommended dissolving both the police department and the city government.

But the meeting took a dramatic turn when an attorney for the ACLU stepped to the microphone.


"We have been investigating the situation for many months," said ACLU Staff Attorney Jennie Pasquarella.

Pasquarella told council that the police department is illegally stopping drivers and impounding cars.

"It’s some of the most shocking and egregious example of police misconduct in the area of car impoundments that we have seen in the entire state and it needs to stop," Pasquarella said.

She said Maricopa police are targeting Hispanics.

"The police department is engaging in a very concerted campaign to pullover any person that looks Latino or looks like a farm worker," Pasquarella said.

She said the case has even drawn the attention of federal investigators.

"We also know that the feds are investigating the Department of Justice has apparently been investigating the situation as well," Pasquarella said.

Pasquarella also had the warning for the city.

"If it doesn't stop the city should know that the city will incur legal liability because these practices are clearly in violation of the U.S. Constitution and California law," Pasquarella said.

No action was taken on any of the issues in the grand jury reports.
