India: Unauthorised traffic 'wardens' anger citizens

NAGPUR: Local citizens and anti-corruption activists exposed the wrongdoings of the traffic police on Sunday even as cops took to harassing the protestors of the day before. The protestors were booked under stringent sections for agitating against the traffic police allegedly involved in corruption.

Anti-corruption activist pointed out that the traffic police were using some persons as unauthorized traffic wardens to engage in malpractices. Labeling them as wardens and police mitras, the traffic police are engaging them in actions that they legally cannot like stopping a vehicle to check documents.

Anti-corruption activist Anup Dave said he had spotted unauthorized traffic wardens driving bikes with constables as pillion on the wrong side near Omkar Nagar chowk. "The man who was with the traffic constable did not have any identity document as a warden or police mitra but was claiming to be one. It was not known what role he had to play as he failed to answer my queries, ," said Dave.

The day after senior officers had admitted that the head constables were collecting fine instead of the officers, Dave pointed out there were several such instances he came across near Shatabdi Nagar square close to the spot where the agitators had pulled up two constables. "The constables claimed they were poor and helpless but Ajni police booked citizens too who were as innocent as anyone else," he said. Dave apparently captured several images of head constable collecting fine amounts from the truck drivers with his cellphone.

Mandar Chitaley, sales manager with the All India Reporter (AIR), said that he too was aghast after seeing a traffic warden enjoying Gutka in presence of the constables at Rahate colony chowk. "The warden was speaking to me with Gutka in his mouth. He was standing in the middle of the road near the traffic signal for reasons best known to him. I tried to speak to him but he was impolite," said Chitaley. "I feel the senior officers should be careful about people designate as wardens or they would soil the image of the department," he said.

An angry citizen, residing close to the Ring Road, told TOI that traffic constables lend their staff to the wardens to man the traffic and stop bikers to ask for their licence. "They are not even in the uniform of wardens or carry a police mitra card but claim to be volunteering for the police department," he said.
