Record number of corruption co

JAMMU: Declared as number two in the list of most corrupt states of India, Jammu and Kashmir has again come into spotlight in this respect as it has registered a record of nearly 1000 complaints against ministers, Chief Secretary, Director General of Police and several bureaucrats in 2005.

"After being declared as number two in the list of corrupt states in the country, J&K has again come into the spotlight as 954 complaints of corruption were registered with the vigilance and anti-corruption apparatus in 2005," official sources said.

As compared to 2004's 713 complaints of corruption, 2005 recorded 241 more complaints, mostly against the head of departments, top bureaucrats, ministers and other influential persons, they said. The State Vigilance Organisation received 607 corruption complaints, followed by 214 in the State Accountability Commission and 43 in CBI in 2005, they added.

The Transparency International, an international NGO, in association with the Sociology Department of University of Jammu had said that Jammu and Kashmir is number two after Bihar in the list of the most corrupt states.

The most worrying aspect of the complaints is that even the State Vigilance Organisation came under the scanner by SAC, the sources said.

The SAC has registered cases against State Haj, AUQUAF and Sports Minister and J&K Congress chief Peerzada Mohammad Sayeed in the Rs two crore rural electrification scam, state Minister Taj Mohideen in land scam, former ministers Raman Bhalla and Sayeed Bashir, besides state Chief Secretary in Rs 300 crore JAKFED scam, DGP Gopal Sharma in several cases in the last eight months.

It also issued notice to the Vigilance Commissioner to file a status report of a case related to alleged misappropriation of funds by the management of Jammu and Kashmir Projects Construction Corporation (JKPCC) within three weeks. Narinder Singh, a corporator in Jammu, in his complaint alleged huge financial bunglings in JKPCC.

The Commission registered cases against Commissioner, Health, SV Bhave, AIDS Control Society Project Director GM Wani and the Deputy Director in connection with alleged fraudulent appointments made in the Society.

Separate cases were also registered against Deputy Commissioner of Kupwara and Chief Education Officer Nazir Ahmad Lal for their alleged involvement in illegal appointment of teachers under Rehbar-e-Taleem scheme.

The AIDS Control Society had conducted interviews for the posts of laboratory technicians. The selection committee allegedly made fraudulent appointments ignoring deserving candidates. Even the marks certificates of some selected candidates were allegedly forged.

Chief Minister Ghulam Nabi Azad had told a meeting of departmental vigilance officers that the government was firm in dealing with corrupt officials to erase the bad name of second corrupt state of the country attributed to Jammu and Kashmir.

Besides corrupt officials, strict action would also be taken against corporate houses, businessmen and touts who are found involved in bribing officers and politicians, he said.
