Ex-evidence tech gets 10-year

A former West Des Moines police technician received a 10-year prison term on Tuesday after acknowledging that he stole at least $37,000 in forfeited drug money during the four years he worked as guardian of the department's evidence room.

Charles Edward Graham, 43, pleaded guilty to first-degree theft in January following three months of questions about the integrity of West Des Moines investigations.

Court records show Graham, of Cumming, was arrested following two Crimestoppers telephone tips alleging that he had an "alcohol, drugs and gambling addiction."

Documents show Graham initially was suspected of walking away with bags of seized drugs — a charge he repeatedly has denied. He subsequently acknowledged a gambling problem and has borrowed money to repay the $37,000 in cash he says he took from the police.

Authorities say the money was taken in increments of between $300 and $2,900 — amounts Graham's lawyer has described as small "loans" necessary, in Graham's mind, to feed his gambling addiction.

"I've made a lot of mistakes over the past year," Graham said in court Tuesday. "I've hurt a lot of people who have meant a lot to me. ... (But) I've tried to address the causes of my actions."

Prosecutor Steve Foritano nevertheless requested that Graham go to prison.

"As a result of his conduct, the integrity of the system was affected," Foritano said. "Because of that, the state believes Mr. Graham should be incarcerated."
