Police problems casting cloud

OUR VIEW: Attempted recall a result of the city not paying attention to residents




Things are getting ugly in Rialto politics. And it's all because the City Council went and made a blockbuster decision without gathering the public's input.
łNow, two council members face a recall threat; two others are in sudden lame-duck status, and the mayor is busy pointing fingers instead of taking responsibility for the mess.

It all started when the City Council voted 4-1, on Sept. 13, to shut down the Rialto Police Department and replace it with the county Sheriff's Department. Mayor Grace Vargas cast the dissenting vote.

Though some residents claimed the council had made it's momentous decision a week earlier, in closed session, and then gave short notice of it's emergency meeting to decide the fate of the Police Department, the district attorney's Public Integrity Unit has cleared the council of any wrongdoing.

Nonetheless, the city's move to contract with the sheriff has been on hold, since a Superior Court judge imposed a restraining order Oct. 4. The city's attorneys and the police union will square off at a hearing Nov. 14.

The city claims that disbanding the police is an administrative decision -- one that can be made unilaterally, much like a contract with accountants or even streetsweepers. But that's not how many residents see it.

Whether the council is found to have acted legally, and whether the judge lets the switch to the sheriff go forward, the real test of the council's propriety -- and integrity -- is in the court of public opinion. And if residents feel their voices are not being heard by the officials who represent them, their best recourse remains at the ballot box.

Thus, the attempt to recall Council members Ed Scott and Winnie Hanson. Mayor Pro Tem Joe Sampson and Councilwoman Deborah Robertson are not included, because their terms end next November anyway.

Meanwhile, Vargas is blaming council members and City Administrator Henry Garcia for not addressing the problem-riddled Police Department sooner, when she's the one who, arguably, is at the city's helm.
