Letters trigger investigation

WALTHAM -- Since the untimely death of a young officer by his own hand, an aggressive letter-writing campaign calling for the ouster of two high-ranking police officials has begun in the city.

The anonymous letters started arriving everywhere from the Daily News to Mayor Jeannette McCarthy’s office and the State Ethics Commission after the death of Officer Brian Truesdale in March. They call for the dismissal of Police Chief Edward Drew and Deputy Chief Keith MacPherson.

The letters castigate the upper echelon of the department and outline alleged examples of unethical behavior, violation of department policy, favoritism, nepotism, conflict of interest and even larceny.

A letter written to Drew by "Proud Waltham Police Officers" dated April 2, also claims morale in the department is low and plummeted further after Truesdale death.

Detective Sgt. Tim King, the department’s spokesman, said the department will not comment on the allegations, because "that would give them credence."

Drew, through King, also declined comment yesterday.

Drew has said he welcomes the inquiry and has nothing to hide.

"Shine the light on it," he has said. "I haven’t done anything I have to be concerned with."

After the arrival of the first letter and several complaints in person, McCarthy hired an independent consultant -- Warren Rutherford -- to investigate the allegations concerning personnel matters.

McCarthy has refused to disclose the names of the complainants. She has said the study, which is expected to cost no more than $6,000, is to "determine facts and make recommendations."

"I am waiting to hear back and have nothing to report. I am in the dark right now," McCarthy said yesterday. "I’m just hoping to get it resolved expeditiously."

McCarthy said she cannot comment on the content of the letters, which has arrived two or three at a time daily at the News Tribune office on Main Street, because she does not know what, if anything, Rutherford will find.

"He has to gather certain information. We have to see what happens when the information comes out," she said. "I want to get this done as quickly as possible. I don’t wish to prolong it."

The anonymous letters are signed several ways, including "Concerned Waltham Taxpayers," "Retired and Active Police Officers" and "family members of Police Officers." They arrive in envelopes marked "Confidential" and addressed in handwriting that looks like it was done by a child, a likely attempt to disguise the source.

The letters include photocopied pages and excerpts from Waltham Police Department policy manuals. Some are typed on brightly colored paper and others arrive in envelopes with a return address marked "Justice for all," and "Looking for fairness at WPD."

McCarthy has said whether the allegations have merit, the investigation is important.

"If it’s false, there’s a problem," she has said. "If it’s true, there’s a problem."
