Phil served with the Royal Ulster Constabulary (RUC) for some 28 years. During this period he served in a variety of policing environments, specialising in the field of anti-terrorism. In that role he carried out significant research in the practical and ethical aspect of informant handling, that research culminating in an Interpol conference on the subject at Lyon, France.

In the latter stages of service he concentrated on developing superior forms of intelligence gathering against those involved in terrorism, organised and international crime. Such activities raised new ethical issues, resulting in clarification being sought under new legislation and the establishment of the Regulation of Investigatory Powers Act 2000 (RIPA) which in effect changed the law to maintain control over the activities of investigating officers.

Phil is currently the Director of Operations for the Causeway Programme, www.causeway.gov.uk The Causeway programme has created the first fully integrated criminal justice system, and continually surfaces a significant number of practical and ethical issues which have taxed both the organisations involved and the Office of the Information Commissioner.
