If you wanted to consider the ethical standards of Police Forces what criteria would you use. Would you apply an internal standard to the country in question ranking each Force/Area against each other and if so what would you use as the baseline standard. Would you apply an international standard ranking one country against another ? Has this been done? What do members think?
