The Alabama Ethics Commission voted 4-0 on Wednesday to issue a resolution regarding former acting Foley Police Chief David White, who admitted he earned $290 from an outside employer while he was on duty for the city.

Outside police force urged for

York Region police Chief Armand La Barge is recommending an outside police force investigate how leaked emails involving one of his officers were left on the doorstep of Vaughan Mayor Michael Di Biase.

The email communications between Vaughan Councillor Linda Jackson, who is running for the mayor's job, and an unidentified police officer discuss sensational allegations of sex scandals and forgeries involving city staff.

"I do now have an official public complaint filed by the City of Vaughan and I will be seeking permission from our police services board to have the matter reviewed by an outside agency," La Barge said in an interview yesterday.

His force is not investigating the conduct of employees or politicians with the city, he said, noting that a former Ontario Provincial Police investigation into allegations of forgery at city hall did not lead to charges.

Meanwhile, the city insists its computer system is secure, even though someone printed out the sensitive emails between Jackson and the officer.

"The City of Vaughan has reviewed its security controls and has confirmed the integrity of its corporate computer network and email system, and its security has not been breached," a statement by the city says.

However, Jackson said the computer system must have been compromised, or no one would have been able to print out at least 23 pages of her emails and given them to her rival, Di Biase.

"I am enraged," she said in an interview yesterday, adding that if no one outside the city hacked into her office email, "then it's an inside job."

She said she has launched a complaint with York Region police, charging that her private email correspondence has been illegally intercepted.

Vaughan council has already complained to York police about the conduct of the police officer whose name appears on some of the emails, and who was investigating allegations of sex scandals and the forgery of invoices.

The city's statement says, "Passwords must be changed by users on a regular basis, and users are cautioned to maintain the confidentiality of their personal passwords and not to leave their personal computers unattended while logged on."

Jackson responded, "I have never given my password to anyone. I've never left my computer on and walked away."

She said she also changes her password every 90 days, following city security protocol.
