10,000 held responsible for co

MOSCOW, January 31 (Itar-Tass) - As many as 37,000 crimes of corruption were registered in 2006 with one-third of them qualifying as bribery; it's a 7 percent increase from the previous year, Deputy Interior Minister Oleg Safonov said in an interview with the newspaper Rossiiskaya Gazeta published on Wednesday.

"Corruption remains a vital injection for the whole criminal underworld; and it is correct to talk about a synthesis of criminal groups and unscrupulous officials. Corruption most often manifests itself in the spheres of real estate, municipal economy and education," Safonov noted.

Some 10,000 people were held criminally responsible for crimes of corruption in 2006, including high-placed officials of the Orel region, convicted for fraud in land plots allocation, and Tver legislators, arrested for corruption in the housing and utilities sector.

The police official underlined that "the fight against corruption cannot be waged with slogans, and the country urgently needs a legal norm on corruption."

"All dubious transactions assume venal content, if they involve the officials who forget their duties," Safonov said.

"I also see my task in protecting my subordinates from interference in their activities by "interested" citizens or outsider officials. I'm used to considering each case of bribe-taking in the light of personal responsibly of a given official," he said.

When asked about the protection of the funds allocated for the national projects, Safonov said it is one of the main tasks at present.

"These fears aren't groundless; last year, a wealth of criminal cases were opened over the theft of budget money, including the funds earmarked for the implementation of national projects," he said.

Law-enforcement authorities opened 880 criminal cases in the sphere of health care, 759 cases in construction, 1,912 in agriculture and 1,149 in education," Safonov said, adding that "police will work very hard to make sure that the cases are tried in court."
