Cline defends handling of char

Chicago Police Superintendent Phil Cline has defended his handling of misconduct allegations against a corrupt former officer now serving time in federal prison.

Cline on Wednesday told a federal court jury he twice reported former narcotics investigator Joseph Miedzianowski to internal affairs.

The testimony came at the trial of a lawsuit filed by two former Bureau of Alcohol, Tobacco and Firearms agents who are suing the city and Miedzianowski. Diane V. Klipfel and husband Michael V. Casali allege city officials retaliated against them after they leveled corruption charges at Miedzianowski.

Cline testified that he suspected Miedzianowski of stealing police documents twice when they worked together at Grand Central Area headquarters in the early 1990s. Cline was a lieutenant supervising Miedzianowski in the gang crimes unit.

In the first suspected theft, Cline said a defense attorney got documents from a murder case file. In the second case, a statement from a gang member who was cooperating with police ended up on the street.

Details from the second case were rolled into the federal investigation that led to Miedzianowski's arrest and 2001 conviction for racketeering, narcotics conspiracy and firearms violations. He is serving a life sentence in California.

An attorney for the former ATF agents had alleged during opening statements last month that while Cline filed reports with internal affairs, he never followed up on them.

Cline countered after court Wednesday that he hoped his statements on the stand showed allegations against Miedzianowski were not mishandled.

"I think my testimony upstairs showed that back then, when the police department got information (about) misconduct, the right things were done," Cline said. "In my particular case, twice we got (complaint register) numbers."

He said Miedzianowski's conduct does not reflect poorly on Chicago police.

"Joe Miedzianowski was an aberration to this department and a disgrace to his star," Cline said.
