COLTON – Police Chief Ken Rulon filed a claim against the city Thursday alleging wrongful termination, retaliation, defamation and other offenses, his lawyers said.
The claim, a prerequisite for a future lawsuit, seeks about $10 million in lost compensation and damages, according to a prepared statement by the law firm Hadsell & Stormer Inc.

Rulon was put on leave March 6 after a five-month investigation into claims of intimidation and abuse of power, but no reason was given at the time for his suspension. Officials said it involved a personnel matter.

Somalia: Puntland police chief

The regional police commander in Puntland has lost his job, according to a decree issued by the Puntland Interior Ministry.

Col. Said “Karama” Ali was relieved of duty after he was accused of releasing a convict named Mohamed Ali Hashi without legal permission.

Government sources said authorities arrested Hashi for his involvement in unspecified anti-Puntland activities and for inspiring young militiamen to fight in clan wars.

Inside sources said Col. Karama released Hashi from jail after several failed attempts to bring his case to court.

Karama’s deputy, Col. Abdiaziz Said Ga’amey, was promoted to the post of police commander.

Yusuf Ahmed Kheir, Karama’s predecessor, resigned in December after falling out with the Puntland leadership.

Locals were critical of police when more than 200 Somalis from the southern regions were arbitrarily detained last week.

Garowe police said the arrested individuals were detained on suspicion of criminal involvement or were suspected would-be migrants.
