MUM'S DISMAY AS POLICE MISCOND

The mother of murdered show jumper Tania Moore has spoken of her dismay as the investigation into her daughter's death continues into its third year.

A judicial review will now be held to decide if Stella Moore and the Independent Police Complaints Commission will be able to attend an appeal hearing for a police officer who was disciplined after the incident.

The officer was one of six punished for failing to act when Miss Moore reported being stalked by her eventual killer, former fiance Mark Dyche.



An external Chief Constable, who will judge the appeal case, excluded Mrs Moore and the IPCC from the hearing, prompting the latter to request a judicial review in the High Court.

Mrs Moore said she wanted to draw a line under it all.

She said: "There are other things I'm trying to do with my life and I want closure. It's dragged on for far too long."

A spokeswoman for the IPCC confirmed that permission had been granted to challenge the exclusion decision in the High Court but that no date had been set.

She said: "As a result, the date of the officer's appeal hearing has also not been set. Two of the officers in the case appealed against their punishments. One of these cases has been completed."

Miss Moore, 26, was shot dead in 2004, after Mark Dyche rammed her car off the road. A misconduct hearing into the actions of seven officers who dealt with Miss Moore before her death was held behind closed doors last year.

This resulted in Detective Constable Louise Howarth being sacked and Detective Inspector Ian Annable being demoted.

Sergeant Tracy Lewis, Detective Constable John Birch, Constable Wendy Foxon and Detective Chief Inspector Richard Gooch were all reprimanded.

The officers were not named officially but their identities were revealed by the Evening Telegraph.
