NYPD: Police Corruption Report
An report by the NYPD Internal Affairs Unit says wrong-doing by police has increased. The report is for the year 2006, and says arrests of officers increased from 91 to 114, or about 25 percent.

REPORTER: NYPD Police Commissioner Ray Kelly said that over the last 15 years corruption has been cut in half, but there are occasionally spikes in the downward trend.

Police clerk who accused Foxwo

Angela Oswalt -- the Portland police desk clerk whose accusations of sexual misconduct by former Police Chief Derrick Foxworth led to his demotion last year -- may be out of a job.

The police bureau's performance review board reportedly has recommended firing Oswalt for matters unrelated to Foxworth, including her alleged spreading of rumors, an off-duty driving incident in Clackamas,and her refusal to answer the questions of internal investigators because they were about union matters, officials from the civilian-employees union said today.

Bureau spokesman Sgt. Brian Schmautz said he couldn't comment on pending personnel matters.

According to the union, bureau command staff have said Oswalt was spreading rumors when she was really just doing her job as vice president of the union representing civilian police employees. Oswalt was relaying concerns she'd heard from several members of the union to upper management, said AFSCME Local 189 representative James Hester.

As for the off-duty driving incident, Hester described it as "incredibly minor."

Hester said the bureau's command staff is trying to retaliate against the union because "we question decisions that are made within the bureau and they don't like it," Hester said.

Oswalt is an easy target, Hester said, because of her 18-month affair with Foxworth starting in 2000. She made the affair and a series of steamy love notes public in April 2006 when she filed a notice of intent to sue, accusing Foxworth of sexual misconduct and abuse of power.

"A significant number of people on that (performance review) board are good friends with Derrick Foxworth," Hester said.

The board's recommendation will go next to Police Chief Rosie Sizer, and then Mayor Tom Potter, who will make the final decision. Oswalt, however, could appeal to an arbitrator.

Oswalt was put on paid administrative leave in April, two months after Assistant Chief Lynnae Berg gave Oswalt a memo informing Oswalt that she'd be investigated because of complaints the bureau received: two from citizens relating to off-duty conduct and one about conduct at work.
