Misconduct charges against New Britain police Officer Edward Kraft have been resolved, avoiding a full Civil Service Commission hearing, said Marc Rickles, an attorney for the commission.

Rickles said Kraft accepted on Monday a charge of general misconduct stemming from accusations he sexually harassed a female borough employee between July and October 2007. A charge of sexual harassment was dropped.

The officer apologized to the employee “for any conduct that may have offended her,” said Rickles, and she accepted that apology. A written apology may follow, he said.

Charlotte-Area Police Officer

The small town of Oakboro, NC in Stanly County was buzzing Tuesday night with the news that one of the town's 12 officers is under investigation by the State Bureau of Investigation for allegations of misconduct.

"I was very surprised," said Tammy Fraley who just moved to the area.

While the SBI would not give any details surrounding the allegations, they did tell Eyewitness News the SBI began investigating Officer Mitch Black on July 19, 2008, at the request of Oakboro's chief of police and the Stanly County district attorney.

The Oakboro Police Department would not tell Eyewitness News how long Black has been on the force. Lt. George Burris only said Black is part-time and is suspended without pay during the investigation.

"There's still people being interviewed and reports being made up--we can't talk about it," said Lt. Burris.

"It hurts but we got to go by protocol and the chief is doing what he thinks is best," Burris said.

"We just want everybody to know that the integrity of the department is still maintained and that the citizens can feel safe and protected," Burris said.

In a tiny town of 1,500, neighbors like Fraley said she is glad to know that integrity matters.

"I am glad that the chief is taking it to higher levels and letting other people handle it without it being ‘hush hush’ and it is going to higher levels to find out what the truth is," Fraley said.

Eyewitness News also contacted the district attorney for Stanly County who said he didn't want to comment at this time. The SBI did not give a timeline as to when the investigation would be finished.
