The National Police Department has recommended the establishment of a special unit to carry out anti-corruption efforts. The 2008 anti-corruption report prepared by the National Police Department stressed that the plurality of groups working to end corruption in the department has an adverse effect on the success of these efforts.

The report contains corruption statistics for the last three years. It indicates that the number of police operations against corruption rose from 38 in 2006 to 168 in 2008. A total of 4,245 people were detained in these operations. Ankara was at the top of the list with 14 anti-corruption operations. It was followed by İzmir with 10 operations, Diyarbakır with eight operations, Konya and Mersin with seven operations each and Ağrı, İstanbul and Kocaeli with five operations each. “In our country, as elsewhere around the world, not all corrupt practices are subject to criminal sanctions for various reasons, particularly difficulties in collecting evidence against them. These practices include favoring family members or relatives (nepotism), favoring friends, favoritism based on city, ethnic origin or religion and political and economic patronage,” the report reads.

The report maintained that public administration may deteriorate and economic development may be undermined if corrupt practices resulting from administrative, economic or social problems cannot be prevented. “In particular, training should be fostered to create social awareness against this offense, good administrative practices should be reinforced, cooperation between the public and private sectors and nongovernmental organizations should be established, transparency and supervision should be implemented and employment in public services should be restructured to ensure the effectiveness of anti-corruption efforts,” the report suggests.
