More complaints were made against armed offenders squad officers than members from any other section of Victoria police, a public hearing into assault claims against nine officers has heard.

Hartog Berkeley, QC, is presiding over an inquiry by the Office of Police Integrity into the Armed Offenders Squad, which was disbanded earlier this month.

USA: Flint officer accused of

A Flint police officer assigned as an inspector by Mayor Don Williamson in 2006 has been charged with misconduct in office after being accused of having sex with a woman in a police substation after he pulled her over during a traffic stop.

Ralph Tedford III, 41, of Flint was arraigned on the charge Thursday in Flint District Court and released on a $5,000 personal bond.

Genesee County Prosecutor David Leyton said some people in his office have described Tedford as a "good street cop."

"But he crossed the line," Leyton said in issuing charges.

Leyton said he has probable cause to charge Tedford only with this crime, a felony, and not with a criminal sexual conduct charge. The woman had accused Tedford of sexual assault.

"I must have evidence to sustain a charge," Leyton said. "In this instance, the evidence is there for the 5-year misconduct in office charge and only that charge."

Leyton said that because of the sensitive nature of the investigation, the case was reviewed by six senior prosecutors, including three female prosecutors.

The investigation was handled by the state police.

Tedford, an 18-year veteran of the department, had been on paid administrative leave since the allegation surfaced. He now is on administrative leave without pay in light of the charges, said Gary Hagler, interim police chief.

Hagler said he had not seen the court documents but said they will be added to the ongoing internal investigation.

Leyton said the incident occurred about 3:30 a.m. Sept. 2 after Tedford pulled over a vehicle at Dupont Street and Mott Avenue that was weaving in traffic. He said Tedford is accused of putting the female driver, then 23, in his cruiser and telling the other female in the car to follow him in that car.

Leyton said Tedford, who was in uniform, drove to the Flint substation at 4501 King Ave. and took the woman inside, where she said he engaged in sexual relations with her for about 30 minutes.

Leyton said the other female remained outside in the woman's car.

Afterward, Leyton said the woman got back in her car with her friend, and the two drove off as Tedford returned to his patrol duties.

But he said the woman later complained to police, which resulted in the state police investigation.

Flint attorney John A. Tosto, who is representing Tedford, said he was reviewing the prosecution's documents and declined comment on the accusations.

A pretrial hearing for Tedford is set for Friday before Flint District Judge Ramona M. Roberts.

In December 2006, Tedford and three other Flint officers were appointed inspectors within the Citizens Service Bureau. The then-new bureau was granted authority over the existing command staff and was to report directly to Hagler.
