Is it right that the Police Department take this action against the officer or should there be a dividing line between professions? Does the Police Department have a duty to ensure that there is no conflict of interest from the outset rather than deal after the event?

It easy to say a Department should ensure there is no conflict of interest but when enquiries start it is not always easy to identify how or when conflicts of interest occur. Perhaps what is most important is to have a procedure that can be carried out when such a conflict occurs in order to clearly identify the conflict and what process was undertaken to deal with it. Transparancy must be the key.
